Occasionally I receive update messages with an empty "time" field. Here's an example (split into three lines to improve readability) from about 9:20EDT today:

Q,RHAT,F,20.4900,0.,0.,0,,0.0000,0.0000,20.4800,20.4800,100,400,,173,
0.,,,0.0000,20.4900,0.,,,,p,N,,,,07/09/2004,,20.4900,,,,0.,0,170.7,,0.,

I don't see this case described in the documentation, so I'm curious. What do such messages mean?
